I would think Asgore because he can dodge too, Undyne stated it Asgore was holding back against Frisk and was basically already in pain because of his bad life Undyne the Undying may be hard and have the most stats but we do not know the stats of Full power asgore and maybe he could dodge all of them unlike when he was fighting Frisk and letting the child hit him.
